Belleville Council Approves Property Maintenance Fines — What’s Your Take?

Belleville City Council has formally approved a detailed schedule of fines under the city's revised Land Maintenance By-law. These fines, designed to improve safety, cleanliness, and neighborhood standards, will apply once approved by the Ministry of the Attorney General.


The by-law covers a wide range of violations—from tall grass and debris to garden placement and interaction with by-law officers.

1. Fail to Clear Land of Debris, Refuse, Waste — $250



2. Create Health/Fire/Accident Hazard — $350



3. Improper Composting: Unauthorized Container — $150



4. Grass Exceeds 15cm — $250



5. Permit Noxious Weeds — $250



6. Naturalized Garden Exceeds 0.6m in Corner Sight Triangle — $350



7. Fail to Maintain Naturalized Garden — $250



8. Naturalized Garden Less Than 1m from Property Line — $250



9. Vegetation Overhangs Public Property — $300



10. Fail to Remove Standing Water — $250



11. Park/Store Inoperable Vehicle — $250



12. Throw/Dump/Place/Deposit Debris on Private Property — $300



13. Throw/Dump/Place/Deposit Debris on City Property Without Consent — $300



14. Fail to Remove Debris — $150



15. Place Debris in Unauthorized Receptacle — $150



16. Deliver/Place Unwanted Material — $100



17. Obstruct an Officer — $500


These fines are intended to encourage compliance through accountability. Supporters of the by-law say it promotes a cleaner, safer city, while others worry it may create barriers for those facing financial or physical limitations.
