Elgin Park Redevelopment Completed in Cobourg, Bringing 40 New Affordable Housing Units to Northumberland

A major milestone has been reached in Northumberland County as the Elgin Park redevelopment project in Cobourg is officially complete, delivered on time and on budget.


Led by Northumberland County and the Northumberland County Housing Corporation (NCHC), the redevelopment has nearly doubled the number of housing units at the Elgin Park site. A total of 40 new high-quality residential units have been added, including 28 subsidized units and 12 market-rent units, a significant step forward for local affordable housing access.


With more than 1,000 households currently on the waiting list, some facing wait times of up to 10 years, this development brings much-needed relief to individuals and families seeking safe, secure, and affordable homes in the region.


The new units also meet modern sustainability standards, proudly achieving LEED certification, underscoring the county's commitment to environmental responsibility alongside social progress.


“This is more than just bricks and mortar, it’s a critical investment in people and community stability,” said officials involved in the project. “We’re proud to take action that directly supports those who need it most.”
