IHARC Suspends Outreach Services After Incident Involving Cobourg Police

IHARC ( The Integrated Homelessness & Addictions Response Centre ) in Northumberland County has immediately suspended all services until further notice following what the organization described as a "serious incident involving Cobourg Police".
In a public statement, Executive Director Jordan Stevenson said that essential operational equipment, such as phones, laptops, tablets, and body cameras, was seized during the incident.
According to Stevenson, the situation began during a medical emergency in Cobourg involving a person reportedly without vital signs. Stevenson stated he attended the scene to assist until emergency services arrived and identified himself as an outreach worker at all times. He has been accused of impersonating a peace officer, but remains firm that he never identified as one, according to his own statements.
IHARC emphasized that it is not a police or security service and provides non-police outreach support for individuals experiencing crisis, homelessness, addiction, and isolation.
Stevenson said the seizure of equipment has significantly impacted the organization’s ability to operate and support vulnerable individuals within the community forcing the immediate suspension of all services.
Because the matter is now before the legal system, IHARC says it is limiting further public comment at this time.
