Organized Retail Theft Arrests in Cobourg Raise Ongoing Community Concerns

On March 22nd, 2026, Cobourg Police Service responded to a reported shoplifting incident in progress at a business located on Elgin Street West, leading to the arrest of two adults and one youth in connection with what investigators describe as organized retail crime.
According to police, the incident occurred at approximately 4:00 p.m., when store staff reported that three individuals had left the location with a shopping cart full of unpaid merchandise. Employees were able to provide officers with both a description of the suspect vehicle and CCTV footage to assist in the investigation.
Police later located the vehicle and observed one of the suspects removing licence plates. Officers conducted a traffic stop and safely took all three individuals into custody. A search of the vehicle reportedly revealed a large quantity of grocery items believed to be stolen.
Investigators also determined that the license plates associated with the vehicle were linked to other organized crime-related incidents in different jurisdictions.
As a result of the investigation:
A 32-year-old woman from Toronto
A 21-year-old woman from Scarborough
A 14-year-old youth from Toronto
have each been charged with:
Theft under $5,000
Possession of property obtained by crime under $5,000
In addition, the 32-year-old woman faces several further charges, including:
Possession of proceeds of property obtained by crime over $5,000
Use of a plate not authorized for the vehicle
Dangerous operation of a motor vehicle
Operating a motor vehicle without insurance
Making a false statement
Failing to apply for a permit upon becoming an owner
Police confirmed the youth was released to the care of a family member. The two adult accused were held for a bail hearing and were later released under conditions as part of a release order.

Police emphasize that retail theft is not a victimless offence. Incidents of this nature can contribute to increased prices, safety concerns for staff and customers, and broader impacts on local businesses and communities.
